The National Land Monetization Corporation (NLMC) is offering an approximately 5.119-acre HIL (India) Limited parcel in Delhi through an e-auction, with a reserve price of ₹829.69 crore. The Ministry of Finance says technical bids are due by 14:00 on 19 November 2026. The parcel is described as industrial land in Najafgarh Industrial Area, along Rohtak Road and Shivaji Marg. The development figure needs careful reading. The government release describes potential floor space index (FSI) of up to 400 under applicable Transit-Oriented Development provisions, but says this is subject to the Master Plan for Delhi, relevant policies, statutory requirements and approvals. It also lists industrial use, with conversion subject to applicable norms and approvals. That is a conditional description in an auction announcement, not confirmation that a particular redevelopment scheme has been approved.
What the auction notice establishes
NLMC held a pre-bid meeting on 3 November to explain the asset, bidding process, eligibility requirements and terms in the Request for Proposal (RFP). The release says the highest auction price is the bidding parameter, with bids in multiples of ₹1 crore per acre. Consortium participation is permitted for up to three members. The technical bid deadline is 19 November at 14:00, and the release points participants to the NLMC e-auction portal for the RFP and supporting documents.
The parcel’s reserve price and stated area are only a starting point for a financial assessment. They do not by themselves establish the full acquisition cost, redevelopment budget, permitted use for a specific proposal, or achievable returns. Those details depend on the tender documents, due diligence and approvals.
What a bidder should verify in the RFP
The official release directs bidders to the RFP for property particulars, eligibility conditions, auction terms and submission requirements. A prospective bidder should reconcile the site boundary, title and encumbrance information, current land-use conditions, payment schedule and required approvals against that document. The stated FSI and any TOD-related potential deserve particular attention because the release makes them conditional.
For context on capital flows across property types, see BestProp.ai’s review of India’s real estate investment mix. The HIL sale is one specific public-sector transaction; it does not show that all industrial land or redevelopment opportunities have the same economics.
The available announcement makes the location, reserve price and bid deadline clear. The decision-critical detail remains in the RFP and the approvals applicable to the buyer’s intended use.
